You're not a dealer and the person can either steal your car or drive it and have an accident. Unless you live on a dead end street and can watch closely, I would go with the person.

Get his driver's license. Make sure it matches his face. No more than 15 minutes and call the cops. have very little gas in it.
Better yet have a great big man go with him. Pay him if you have to. Don't get in that car.

Go with. Sit in the passenger seat. You can stay quiet unless they ask you questions. Most dealers I've test driven have come with. The one that didn't turned out to be lying.
Def. get a copy of his license before you go, this is standard, too. Let a friend know what's going on, just in case.

Since you are a young girl, I would also suggest you take a guy friend along, if possible.
You dont know these people from Adam - someone could pretend to be interested in the car, drive you to a secluded spot, and then attack you.
I had a friend in college who had something similar happen to her, and they just found the body of a gal your age who was attacked while jogging at a lake not far from here.
